Prohibited zone: What's wrong with Central Vista?

Notice boards have come up around the Central Vista construction site prohibiting photography. Newslaundry visited the site, taking inside roads, and got an overview of the ongoing work. And since nobody stopped us, here's an overview of the legal loopholes and violations that have been employed to get this project going.
