From Okhla to Badarpur: 5 Delhi seats that lost over 40% of their 2025 electorate

The draft roll as part of the Special Intensive Revision exercise is out for Delhi. Of 1,45,10,299 electors, 47,56,722 are currently out – nearly one in every three persons excluded.

Seven of Delhi’s 70 constituencies recorded more than 1 lakh deletions each. In descending order in terms of sheer numbers, these are Burari, Okhla, Badarpur, Vikaspuri, Matiala, Rithala, and Karawal Nagar. 

In terms of deletions compared to the size of the electorate, five constituencies had more than 40 percent of their 2025 electorate missing from the draft roll. These were Tughlakabad, Okhla, R.K. Puram, Jangpura and Badarpur. Of these five, three were won by the AAP and two by the BJP in the 2025 Delhi assembly election.

Tughlakabad saw the highest deletion rate. Of the 2,04,867 electors registered during the 2025 election, 92,033 are missing from the draft roll – nearly one in two voters.

Though these numbers are not final as the final list will only be published on November 4 – after the claims and objections round concludes on September 30 and the notice period finishes on October 29.

Now take a look at some of these seats and their deletions under the ‘Absent, Shifted, Duplicate, Dead, and Others’ (ASDDO) list via two methods: one, compared to the votes polled in the 2025 elections excluding NOTA, and second, compared to the 2025 rolls.  

Burari

A total of 4,26,451 electors were on the 2025 list, of which 39.4 percent, or 1,67,885 names, are missing in the draft rolls. This is 66.6 percent of the total 2,52,189 votes cast last year. 

This seat has been an AAP stronghold since 2013 with Sanjeev Jha retaining it last year with a winning margin of 20,601. 

Okhla

In Okhla, with a 40 percent Muslim population, a total of 2,08,918 votes were cast the last time, of which 78.4 percent, or 1,63,829 names, are now in the ASDDO list. A total of 3,80,354 electors were on the 2025 list, of which 43 percent seem to be excluded in the draft.

Amanatullah Khan from the Aam Aadmi Party has consistently won this seat since 2015, with a winning margin of 23,639 votes last year. Bharatiya Janata Party’s Manish Chaudhary was the runner-up in 2025 with 65,304 votes.

Badarpur

In Badarpur, 1,46,673 names, or 40.19 percent of the total 3,64,900 voters, are missing in the draft rolls. Compared to total votes cast last year (2,07,180), that gives us a percentage of 70.80 percent. 

This seat has been oscillating between BJP and AAP since 2013 with AAP winning in 2025. 

Vikaspuri: Over 1.46 lakh electors missing

Vikaspuri, a constituency in West Delhi district, has more than 1.46 lakh electors missing from the draft roll. In the 2025 election, BJP’s first-time MLA and Delhi Health and Transport Minister Pankaj Singh defeated Aam Aadmi Party’s Mahinder Yadav by 12,876 votes.

The exclusions amount to nearly 53.7 percent of the total 2,72,188 votes polled in the 2025 election.

Vikaspuri has a diverse electorate, with Scheduled Caste voters accounting for around 13.8 percent of the population. The constituency also has a significant Purvanchali population from eastern Uttar Pradesh and Bihar, alongside sizable Jat and Punjabi communities.

Rithala

This constituency saw 1,06,512 deletions – 57.29 percent of the total 1,85,929 votes cast in last year’s elections. Compared to the total electorate, the deletions stand at 33.05 percent. 

Karawal Nagar

This seat, won by Delhi minister Kapil Mishra in 2025, saw a total of 1,00,167 deletions. It stands at 49.99 percent of the total 2,00,375 cast last year. Compared to the total electors (3,11,465), the exclusions stand at 32.2 percent of the electorate.

RK Puram

RK Puram recorded 57,735 deletions as compared to the electorate size of 1,41,016 - that is 40.9 percent. These exclusions stand at 76 percent when compared to the votes cast last year (75,954).

Jangpura

Jangpura had been an AAP stronghold since the party’s entry into Delhi politics, with the party winning the seat in every election from 2013 to 2020. But in the 2025 election, AAP fielded senior party leader and former deputy chief minister Manish Sisodia, who lost to BJP’s Tarvinder Singh Marwah by just 675 votes.

The draft roll has recorded 60,326 exclusions, accounting for 40.7 percent of the total. The exclusions are more than 1.5 times the 38,859 votes secured by the winning candidate in the 2025 election. Compared with the 85,070 votes cast in the 2025 election, the exclusions are equivalent to 70.9 percent.

Jangpura has a mixed electorate, with Muslims accounting for 16.3 percent, Scheduled Caste voters 17.7 percent and Sikh voters 11.2 percent, according to the data. 

Matiala: 1.05 lakh electors missing

Matiala constituency in Delhi’s Southwest district ranks sixth in terms of the highest number of electors missing from the SIR draft roll – it has 1,05,645 names missing. This is more than thrice the 2025 victory margin – the BJP defeated AAP with 28,723 votes.

The draft roll has 3,33,057 names, making it the constituency with the highest number of electors.
