Does the Congress party owe India reparations?

Shashi Tharoor contended in an Oxford Union debate, and very articulately so, that the British owe us reparations. But what about the Congress party? Does it also owe us reparations for years of misrule? Since Tharoor would probably never actually say it himself, we decided to do it for him.
